He Will be able to damage Raikage at least some what with Ultimate Rasengan as the thing is stated to be able to hollow out Mountains in the Data-book.
He will able to repel Raikage's Attacks with Rasengan and Duel rasengan. Naruto will be able to use Kumite to hit Raikage w/o touching the shroud and damaging himself. Here can only use 3-4 Clones but thats more then enough to compensate. Naruto will simply do what he does against all faster enemies uses clones to compensate for the speed difference. Raikage is faster then Naruto, but no so much faster that Naruto is going to get destroyed in a blitz. Naruto and Raikage are probably equally as Dangerous in Strength with Naruto having greater Physical Strength and Raikage having Greater Striking Strength. Contrary to popular belief i think Raikage and Naruto would be evenly matched in close combat.
